Rifiuti della pesca: a Pellestrina i cassonetti appositi per lo smaltimento

Il 10% dei rifiuti in mare, circa 640mila tonnellate, è costituito da reti da pesca dismesse, cui si aggiungono trappole e gabbie, lenze, calze per mitili, cordame, esche artificiali, plastiche varie. Per ridurre questo tipo di rifiuti, come richiesto anche dalla Strategia europea per la plastica nell’economia circolare COM (2018)28, il Comune di Venezia ha approvato nei giorni scorsi una delibera con la quale viene stabilita l'assimilazione dei rifiuti delle attività di pesca/molluschicoltura ai rifiuti urbani.

A presentare la novità sono stati questa mattina, nel corso di una conferenza stampa che si è svolta sull'isola di Pellestrina, l'assessore comunale all'Ambiente, Massimiliano De Martin, il consigliere delegato alle Isole e alla Pesca, Alessandro Scarpa “Marta”, e il responsabile della Divisione Ambiente Venezia di Veritas, Federico Adolfo. Presenti inoltre Francesca Santoro dell'Ufficio Unesco di Venezia e alcuni pescatori dell'isola.

“È un momento storico - ha esordito il consigliere Scarpa 'Marta' - perché finalmente, dopo anni, è stata data una risposta concreta alle esigenze dei pescatori di Pellestrina, approvando un provvedimento che tutela loro e nello stesso tempo salvaguarda l'ambiente”.

“Grazie al Comune di Venezia - ha aggiunto Domenico Gorin a nome delle varie cooperative di pescatori dell'isola - per questo provvedimento che ci permette di essere in linea anche con i dettami dell'Unione Europea in tema di lotta all'inquinamento marino da plastica. Accogliamo a braccia aperte questa opportunità, a dimostrazione del fatto che i pescatori di Pellestrina tengono al loro territorio e al mare”. 

Veritas - ha spiegato Adolfo - metterà a disposizione dei pescatori che ne faranno richiesta, in comodato d'uso oneroso, un cassonetto, nominativo e contrassegnato da un numero identificativo, in cui depositare i rifiuti legati alla loro attività. “Le reti - ha precisato Adolfo - dovranno essere asciugate prima di essere conferite nei cassonetti, che saranno svuotati 3 volte alla settimana”.

Soddisfazione per l'iniziativa è stata espressa anche da Francesca Santoro: “Un nuovo, importante tassello della collaborazione tra Comune di Venezia e Unesco per combattere l'inquinamento da plastica in laguna. Un esempio virtuoso di collaborazione tra istituzioni e pescatori da esportare in tutto il mondo, perché anche i rifiuti possano diventare risorse per uno sviluppo economico sostenibile”.

“Il territorio chiede – ha concluso De Martin - e l'Amministrazione risponde. Siamo felici di aver finalmente potuto soddisfare le esigenze più volte espresse dai pescatori. Un lavoro ottenuto dopo due anni di trattative, perché la normativa è spesso complessa. Basti pensare, ad esempio, che ogni rifiuto, a seconda che sia galleggiante, spiaggiato o nei fondali, deve essere trattato seguendo procedure diverse. Per cambiare le cose servono norme più snelle”. L'assessore si è poi complimentato con i cittadini di Pellestrina per gli ottimi risultati ottenuti con il nuovo sistema di raccolta dei rifiuti avviato nell'isola dal marzo scorso: “La raccolta differenziata a Pellestrina – ha sottolineato De Martin – ha raggiunto la percentuale del 75%: un indice di riciclo al top che abbiamo potuto raggiungere grazie al vostro impegno, del quale vi ringrazio”.

Deputy Mayor De Martin: "A useful service to fishermen and environment"

(courtesy translation) 10% of waste in the sea, about 640 thousand tons, is made of abandoned fishing nets, plus traps and cages, fishing lines, mussels’ socks, cordage, lures, various plastics.
In order to reduce this type of waste, the Municipality of Venice has recently approved a resolution which establishes the assimilation of fishing/clams farming waste to urban waste, as required by the European Plastics Strategy in the circular economy COM (2018) 28.

Deputy Mayor for Environment, Massimiliano De Martin, City Councilor delegated to the Islands and the fisheries, Alessandro Scarpa "Marta", and the head of the Venice Environment Division of Veritas, Federico Adolfo, presented the news this morning, during a press conference held in Pellestrina island. Programme Specialist Francesca Santoro from the UNESCO Regional Bureau for Science and Culture in Europe in Venice and some fishermen from the island attended the press conference.

"This is a historic moment - said the City Councilor Scarpa 'Marta' – since after years, a concrete response to the needs of Pellestrina’s fishermen has been finally given, approving a resolution that protects them and safeguards the environment at the same time".

"We thank the City of Venice - added Domenico Gorin on behalf of the various fishing cooperatives of the island - for this provision that allows us to be in line also with the European Union directives in the fight against marine pollution from plastic. We welcome this opportunity with open arms, demonstrating that fishermen from Pellestrina care about their own territory and the sea".

Veritas - Adolfo explained - will make available to fishermen who will request it, on a fee loan for use, a container, nominative and marked with an identification number, in which to deposit the waste related to their activity. "The fishing nets- said Adolfo - must be dried before being placed in the bins which will be emptied 3 times a week".

Francesca Santoro also expressed satisfaction for the initiative: "A new, important block of collaboration between the City of Venice and UNESCO to combat plastic pollution in the lagoon. A virtuous example of cooperation between institutions and fishermen to be exported all over the world, so that waste can become a resource for sustainable economic development".

"To requests from the territory, - concluded De Martin - the Administration responds. We are happy to have finally been able to meet the needs expressed many times by fishermen. A result obtained after two years of negotiations, since the legislation is often complex. Just think, for example, that each kind of waste, whether floating, beached or in the seabed, must be treated according to different procedures. To change things we need simper rules".

Deputy Mayor then congratulated the citizens of Pellestrina for the excellent results obtained with the new waste collection system launched on the island since last March: "The waste collection in Pellestrina - underlined De Martin - has reached the percentage of 75%: a top recycling index that we achieved thanks to your efforts; for this I wish to thank you".
